SUBJECT: Canadian Firearms Act

This communication is sent to you in support of your initiative to eliminate the firearms act that was imposed on Canadians by the previous government. I, along with several thousand Canadians voted for you and your government considering your position on the matter and the engagement you took toward this during your electoral campaign.

I am particularly concerned with the firearms registry that cost Canadians countless millions of dollars and serves absolutely no purpose as far as police officers are concerned. I have been working as a law enforcement officer for the last 24 years and I can assure you that the real street cop could not care less about the registry and make no use of it, despite what the different police chiefs will tell you. For practical purposes, if a consultation is ever conducted with some of our administrators, the question should be asked if they would prefer having the firearms registry or the amount of money that was spent on it divided by the number of police officers in Canada….I think their answers would speak for themselves….

I am also concerned with the different sections of the Firearms act that created tremendous restrictions for law abiding Canadians. Those needless restrictions regarding magazine capacity and the creation of a wide range of prohibited weapon are not increasing safety in our country. These laws prevent Canadians from representing our nation in international shooting events and makes it impossible to host such competitions on our soil because these same laws restrict the type of equipment top competitors can bring in our country. In fact, they were enacted to calm public opinion in regards to rising violence but have, so far, failed to deliver the safety we were promised.

If we want to crack down on violent criminals, we have to track them, put them in jail and keep them there. Therefore, I urge you to work on those engagements that were taken by you during the electoral campaign and get rid of the firearm act as well as the gun registry.

1. Unfortunately the meeting started by having criticisms directed at both CTVSP club representatives. The first was directed at Peter Vallinis for sending a letter to Mario Kolethras (interim section coordinator) expressing his dissatisfaction for not being given a copy of the letter sent to the SQ by ATPQ post the March 3rd 2006 executive meeting. Peter Vallinis stated to Mario that the letter in question was promised to be given to all the club reps and would be made available to all members via the next mailing. Peter Vallinis found it difficult to comprehend as to Mario's hesitance to providing the letter. Peter Vallinis also mentioned to Mario that a meeting between the CTVSP administration and the SQ was being organised in regards to the cancellation of the March 17th match. The letter in question would be of essence for the meeting and would assist in making headway towards a general resolution to the recent development concerning IPSC.

2. A second criticism was addressed to Sylvain Boisvert because he posted his notes of the March 3rd meeting on the CTVSP web site. Pascal Sicotte stated that the discussions and or strategies arising from the ATPQ meetings were for the executives only and should not be posted for all to read. Both Sylvain and Peter immediately rejected this ideology and stated to Pascal that we represent the members and thus will continue to disseminate information to the members. Pascal's response was that the information could be passed on verbally. Once again Sylvain and Peter stated their disaccord as there was nothing to hide from the members.
Pascal was also not content with the fact that names were included in the summary notes and he request that his name be removed immediately.
His concern was also that naming of SQ personnel may risk them to reflect badly on the association and therefore deteriorate the good relationship between the two parties.
Sylvain Boisvert informed Pascal Sicotte that he is only accountable to CTVSP members who voted him as club rep and that he needs no permission from anyone to fulfill his engagement with them.

3. Based on the above, Pascal Sicotte terminated his comments by stating the based on the above, he no longer trusted the CTVSP club reps and in his opinion, both Sylvain and Peter are working for the administration of CTVSP.
Under the circumstances, Sylvain Boisvert filed a motion for election to be conducted as soon as possible for the position of section coordinator and secretary treasurer. The motion was seconded by Peter vallinis.
Pascal Sicotte maintained that now is not the best time foe elections considering the problems we have with the SQ and that election represent a considerable amount of work.
Sylvain Boisvert proposed Henri Cardinal as election director considering his availability and his reputation for integrity. Pascal Sicotte disagreed with this proposal and indicated that it should be somebody from the outside.
The vote was 6 to 2 against elections. Frank Nardi up stained.

4. Numerous opinions were exchanged in regard of the request the SQ sent out to Pascal Sicotte in order to get more information on the practice of IPSC in Québec. He circulated a draft of what he intent to send them.
Sylvain Boisvert suggest that if we are uneasy with the information we are sending them, we should ask them to put their specific questions in writing and answer them accordingly. Numerous participants are worried that this way of handling the situation would deteriorate our good relations with the SQ.

5. Peter Vallinis and Sylvain Boisvert explained to the participants the reasons that forced the cancellation of the match at CTVSP on March 17th. The members were told that a written explanation is posted on the CTVSP web site and that everyone is free to check it out. Peter Vallinis asked Guy Gauthier what his intentions are for the upcoming match in Beauport on April 9th. Guy said that he intend to run his match without movement, that is with short and medium courses.

1. La rencontre a débuté par un reproche effectué à l'endroit des représentants du Club de Tir Ville St Pierre quant à l'expédition au coordonnateur de section par intérim Mario Kolatheras, d'un courriel de protestation à celui -ci quant au refus de ATPQ de fournir une copie de la lettre que l'association a fait parvenir à la Sûreté du Québec au représentant du club Peter Vallinis pour communication aux administrateurs de CTVSP qui devaient rencontrer les autorités de la SQ en regard de l'annulation du match du 17 mars 2006. Il était allégué par Peter Vallinis que cette lettre pouvait être utile stratégiquement aux administrateurs de CTVSP pour défendre les intérêts du club de tir mais aussi des tireurs IPSC membres de CTVSP et de ATPQ.

2. Un deuxième reproche a été adressé à Sylvain Boisvert pour avoir publié sur le site Internet de CTVSP des notes sur le contenu de la rencontre du 3 mars 2006. En effet, Pascal Sicotte reproche le fait que cette information n'est pas du ressort des membres et que les stratégies mises en place par ATPQ ne doivent pas être communiqués par écrit aux membres et appartiennent à ATPQ.
Il reproche également le fait de mentionner des noms de personnes incluant le sien et il demande que son nom soit rayé de ces notes Il prétend que le fait de mentionner le nom de nos interlocuteurs de la SQ risque de les mettre dans de mauvaises dispositions à l'égard de ATPQ et de faire en sorte que les relations entre l'association le la SQ se détériorent.
Sylvain Boisvert informe Pascal Sicotte qu'il est imputable aux membres de CTVSP qui l'ont élu comme représentant de club et qu'il n'a besoin d'aucune permission pour les tenir informés.
3. Compte tenu de ce qui précède, Pascal Sicotte affirme qu'il n'a pas
Confiance aux représentants de CTVSP et que ces derniers sont à la solde de l'administrations de CTVSP.
Dans les circonstances, Sylvain Boisvert dépose une motion pour que des élections soient tenues dans les meilleurs délais compte tenu de l'intérim de la position de coordinateur de section et du poste de secrétaire trésorier.
La motion est secondée par Peter Vallinis.
Pascal Sicotte intervient en disant que le moment est mal choisi compte tenu des problèmes avec la SQ pour tenir des élections et que des élections demandent un travail considérable.
Sylvain Boisvert propose la candidature de Henri Cardinal à titre de directeur des élections, compte tenu de sa disponibilité et de son intégrité reconnue. Pascal Sicotte n'est pas d'accord et invoque qu'il faudrait quelqu'un de l'extérieur.
Le vote pour les élections a été défait 6 à deux. Frank Nardi s'est abstenu de voter.

4. Plusieurs discussions ont suivi quant au type d'action à prendre face aux demandes provenant de la SQ. Pascal Sicotte fait circuler une ébauche de ce qu'il entend envoyer en réponse à la demande de la SQ pour des informations supplémentaires en regard de la pratique du tir IPSC au Québec.

5. Peter Vallinis et Sylvain Boisvert ont expliqué aux participants les raisons qui ont forcé l'annulation du match du 17 février au CTVSP. Également, ils ont été informé qu'un document était sur le site internet de CTVSP présentant ces raisons et que chacun est libre de le consulter. Peter Vallinis a demandé à Guy Gauthier quelles sont ses intentions en ce qui a trait au match de la série NASGUN à Beauport le 9 avril prochain. Guy indique qu'il entend faire son match sans mouvement avec uniquement des parcours courts et moyens.

1. Pascal Sicotte (préside la rencontre)nous expose la situation suivante :

La Sûreté du Québec fait présentement une vérification touchant la pratique du tir IPSC dans les clubs de tir du Québec.

Il a échangé des courriels avec Mme Louise Bouchard du service de l'inspection de la SQ. Cette dernière est nouvellement en poste et serait sous l'autorité d'une madame Bizier qui serait la responsable du module d'inspection de clubs de tir.

Mme Bouchard a communiqué avec Pascal Sicotte en janvier 2006 pour obtenir des informations quant à la pratique du tir IPSC au Québec. Au cour de ces échanges, Pascal Sicotte a questionné cette dernière quant à l'origine de cette vérification et par rapport aux intentions de la SQ dans ce dossier. Il a également tenté d'obtenir des informations quant aux échéanciers et à la communication d'éventuelles conclusions qui pourraient se dégager de ces vérifications. Mme Bouchard a refusé de fournir ces précisions et l'a informé que les conclusions ne seront pas disponibles.

Sylvain Boisvert informe les représentants que la loi 65 sur l'accès à l'information oblige la SQ à nous fournir ces renseignements et que des mécanismes existent au sein des organisations gouvernementales pour éventuellement obtenir ces informations. Cet avis n'a pas été reconnu par les représentants des clubs. Toutefois, Peter Vallinis et Sylvain Boisvert insistent quant à la pertinence de cette affirmation..

Pascal Sicotte informe les représentants que Frank Nardi, Club de tir de Montréal, a reçu une lettre de la SQ lui interdisant la pratique du tir IPSC dans ses locaux. Frank Nardi avait l'intention d'organiser un match de niveau III et inviter des tireurs de l'étranger. Pascal Sicotte n'a pas lu ladite lettre et ne peut pas nous informer quant à son contenu ni si cette lettre est à l'origine de la vérification. Peter Vallinis et Sylvain Boisvert demandent aux représentants des clubs si quelqu'un a reçu une lettre similaire de la SQ. Comme personne n'a reçu une telle communication, il est possible, compte tenu que personne n'a été en mesure de voir la lettre en question, que celle-ci ne touche que le club de tir de Montréal.

Pascal Sicotte informe les représentants qu'il est possible que la SQ se présente lors d'un match pour examiner la façon dont ces derniers fonctionnent. Il demande aux représentants d'inviter les directeurs de match èa élaborer leurs stages en fonction d'éviter de placer des cibles près du sol ou sur les côtés des champs de tir ou des salle de tir intérieures pour fournir le minimum d'éléments à relever à d'éventuels inspecteurs. Peter Vallinis indique que les clubs ne devraient pas avoir a se préoccuper d'une telle situation compte tenu qu'ils se conforment aux recommendations de construction de la SQ et qu'a date aucun incident n'est survenu pour justifier une modification de nos pratiques et ainsi justifier une intervention de la SQ.

Pascal Sicotte informe les représentants de son intention d'envoyer une lettre à la SQ, au ministère de la sécurité publique, de même qu'aux personnes concernées du service de l'inspection. Il fait circuler une ébauche de lettre et sollicite nos commentaires.Peter Vallinis suggère plusieurs modifications qui sont prises en note par Pasal Sicotte et les inclura dans la lettre. Une copie de cette lettre sera jointe à l'envoi de ATPQ qui sera expédié sous peu à tous les membres. Il souhaite toutefois vérifier auprès de l'avocat de la FQT si le contenu est juste et non préjudiciable.

Pascal Sicotte nous informe que les autorités de IPSC CANADA et IPSC international ont été saisis de la situation. Il fait circuler un document produit par IPSC international qui a fait partie de la présentation faite pour supporter la demande d'introduction du tir IPSC à titre de discipline Olympique. Cette documentation pourra éventuellement servir à informer les autorités de la SQ quant à la pratique du sport au niveau National et International.

Sylvain Boisvert propose d'envisager une consultation légale immédiate dans le but d'élaborer un dossier pour appuyer une éventuelle injonction devant les tribunaux pour bloquer une éventuelle interdiction de la pratique du tir IPSC au Québec. En effet, si nous attendons une décision de la SQ pour préparer notre dossier, il deviendra plus difficile d'obtenir une injonction si notre dossier n'est pas complet dans les meilleurs délais.

La proposition est bien accueillie par les représentants.

Pascal Sicotte nous informe qu'il va communiquer avec un avocat de la Fédération Québécoise de Tir pour étudier la question.

Bien que les états financiers de l'association ne faisaient pas l'objet d'un point à l'ordre du jour, Walter Pereyma nous informe que l'association dispose actuellement d'environ $10 000.00 desquels certaines redevances devront être payées à IPSC Canada en juillet 2006. Un rapport complet sera acheminé aux membres avec l'envoi postal qui partira sous peu.

2. Sylvain Boisvert demande quelle est la situation actuelle du coordonnateur de section Frank Crcek. Pascal Sicotte répond que Frank Crcek a laissé son poste et que Mario Kolatheras assumerait l'intérim. Peter Vallinis demande pourquoi cette nouvelle n'a pas été communiquée aux membres de façon officielle. Il s'agirait d'un oubli malencontreux et Walter fera le nécessaire pour que le site internet de ATPQ soit modifié en conséquence. Sylvain Boisvert demande quand des élections seront tenues pour remplacer Frank Crcek. Pascal Sicotte répond que qu'il n'y aura pas d'élections à court terme comte tenu de la charge de travail qu'une élection implique et compte tenu de la controverse engendrée par la vérification de la SQ.

3. Sylvain Boisvert demande si un cour de range officer est prévu à court terme. Le Club de Tir de Ville St-Pierre (CTVSP) est à un niveau critiquement bas et amène une surcharge de travail important pour les RO actifs. Douze personnes sont actuellement inscrites sur une liste pour éventuellement être formé pour remplir cette tâche. Sylvain Boisvert informe les représentants que l'administration de CTVSP a offert de défrayer les coûts d'un tel cour et ouvre bien sûr ce cour aux éventuels candidats provenant des autres clubs. Une discussion a suivi concernant le fait que plusieurs membres de CTVSP ont actuellement le statut de RO et qu'il est difficile de comprendre pourquoi toujours les mêmes personnes doivent remplir ctte fonction.

Pascal Sicotte répond que seul ATPQ est habilité à organiser un cour de RO et que les normes de NROI doivent être respectées quant aux candidats. Pascal Sicotte remercie CTVSP de son offre de couvrir les dépenses afférentes èa un tel cour, mais insiste sur le fait que ATPQ va défrayer le coût d'un tel cour. En tant que représentant pour le Québec de NROI, c'est lui qui choisira qui seront les personnes qui sont habilités à devenir RO. Conséquemment, il va effectuer les vérifications auprès des instructeurs pour vérifier leurs disponibilités, de même que pour la disponibilité des locaux de la fédération Québécoise de tir au Stade Olympique et qu'il tiendra les représentants des clubs informés. Bien qu'aucune date ne soit pas arrêtée, ce cour pourrait avoir lieu au début du printemps 2006.

4. En conclusion, nous pouvons déterminer que la situation de notre sport est
Préoccupante et demande un suivi sérieux. Conséquemment, il est convenu que nous nous réunirons dans un mois, soit vers le 3 avril pour mettre la situation à jour et communiquer avec les représentants des clubs quant à l'évolution de la situation et permettre ainsi aux membres de ATPQ de rester informé

1. Pascal Sicotte (chaired the meeting) presented the following points to the group:

Pascal circulated an e-mail he received from Louise Bouchard from the SQ Inspection Bureau. Louise Bouchard, who is assigned to the case, has recently joined the inspection team at the SQ. Ms. Bizier is still the head of the inspection branch.

The Sûreté du Québec is conducting a survey concerning the practice of IPSC in the Quebec shooting clubs.

Ms Bouchard communicated with Pascal Sicotte in early January 2006 to obtain information regarding the practice of IPSC in Quebec. Throughout these exchanges, Pascal Sicotte asked Ms Bouchard for the reason of the inspection and what the intentions of the SQ were. He also tried to obtain information regarding the agenda of this verification and if the conclusions drawn from their inspection would be communicated back to Pascal. Pascal informed the group that throughout this process Ms. Bouchard declined to answer any questions. Ms. Bouchard also stated that the conclusions drawn from this study would not be made available to Pascal.

Sylvain Boisvert informed the club reps that via law 65, the freedom of access to the information act, government organisations like the SQ must comply in providing any information requested by interested parties. Sylvain also stated that there are provisions within the SQ to support such a request. Unfortunately this advice was not acknowledged by the other club reps. Sylvain and Peter insisted that this information is correct.

Also discussed was a letter which Frank Nardi, from Club de Tir de Montreal, received from the SQ denying him the right to conduct IPSC matches in his club. Frank Nardi's intention was to organise level III matches at his club and he also wanted to invite shooters from outside the country. Pascal Sicotte did not see the content of this letter and thus is unaware if this letter is connected with the survey conducted by the SQ. Both Peter and Sylvain stated since only Frank Nardi received the letter, it is safe to assume that the contents (which nobody has seen) pertain only to Club de Tir de Montreal.

The clubs hosting IPSC matches should be aware that the SQ might show up at some match (surprise inspections) to verify how the matches are conducted. To alleviate any problems, Pascal suggested that stage designers refrain from placing targets close to the ground, next to walls for indoor ranges and not on the side berms for outdoor ranges. This would minimize the number of elements that inspectors could find fault with during an inspection. Peter Vallinis stated that this should not really be of concern to clubs who are adequately set up to assure that the bullet is directed to the back stop no matter their trajectory. If the clubs adhered to construction recommendations, they should not have to live in fear of the SQ. To date there has not been an incident to alter this practise nor give the SQ just cause for such an inquiry.

Pascal Sicotte circulated a letter he intends to send to the SQ, the public security minister and to the staff at the inspection branch to the club reps for comments and opinions. Peter Vallinis suggested a lot of modifications to which Pascal agreed to make. Pascal also stated that he would show the letter to a lawyer at Quebec Shooting federation in order to assure the contents of the letter are not detrimental to our cause. A copy of this letter would be made available to ALL members via the next mailing.

The club reps were also informed that IPSC Canada and the world body of IPSC were informed of the situation. Pascal also circulated a presentation document made by IPSC world in order to introduce IPSC as an Olympic discipline. This document can be used to inform the SQ as to what IPSC is about at the local, National and International level.

Sylvain Boisvert proposed an immediate legal consultation in order to prepare a case to support a request for an injunction in front of a superior court judge should the SQ decide to introduce a ban to practice IPSC in Quebec. To avoid further delays and weaken our cause, it would be better to be proactive rather than react when or if the SQ's decides to announce their request. This proposition was well received by the participants. Pascal Sicotte informed the groups that he will bring the matter to the FQT lawyer for his opinion.

Although the financial situation of the association was not an issue at the meeting, Walter Pereyma Informed us that we have approximately $10 000.00 in the bank from which a certain amount is due to IPSC Canada and to be paid in July 2006. A complete financial statement will be included in the coming mailing to the members.
2. For clarification, Sylvain Boisvert asked what the status of section coordinator is since rumours circulated that Frank Crcek left and Mario Kolethras was replacing him on an interim basis. Pascal Sicotte confirmed that Frank Crcek indeed resigned and left the job to Mario Kolethras, who should be considered section coordinator. Peter Vallinis inquired as to why this information was not transmitted to the club reps on a formal basis. This was an unfortunate oversight and Walter is suppose to announce it on the web site. Sylvain Boisvert asked when elections are to be scheduled in order to fill the vacancy. Pascal Sicotte said that no elections are to be held in the near future considering the workload involved and the situation with the SQ.

3. It was mentioned that a list of twelve shooters interested in taking the RO course is posted at CTVSP. The list of participants does not only include members of CTVSP but other clubs as well. Discussions around the topic that the same individuals are constantly working as CRO and RO's provoked major discussions amongst the group. It was felt that CTVSP had a lot of registered RO's and thus found it difficult to comprehend as to why the same individuals were working long hours during the matches. At that point it was clearly mentioned that CTVSP will be willing to cover the expenses required to bring the RO instructors from Ontario to give the course and reiterated that the course would be available to members from ALL clubs. Pascal Sicotte informed the group that only ATPQ is supposed to organize RO courses and that NROI norms are to used in respect to the selection of candidates. He graciously thanked CTVSP for their offer, however insisted that ATPQ will be covering the expenses. As Quebec representative for NROI he will be the only one to select potential candidate as RO. Following this he will make inquiries as to the availability of the instructors and he will select a location (possibly Olympic stadium) where such course could be held. He will keep club reps informed, however the tentative date is early spring 2006.

In conclusion, we can affirm that the situation for IPSC in the province of Quebec is serious and demands close scrutiny. Follow up will have to be constant. Therefore we will have another meeting around April 3rd to keep abreast of the situation and be able to keep members informed on a regular basis.

MATCH CANCELLATION MARCH 18TH 2006

The following is to inform CTVSP members and others shooters of the circumstances connected with the cancellation of the March 18th match.

On March 17th, while the set up crew was at work, Frank Nardi (CTM) called Marco Pendenza (CTVSP). Marco Pendenza asked Sylvain Boisvert to participate in the conversation, considering the implication with the match of the following day.

The conversation was to inform Marco that the Sûreté du Québec, through Diane Deslauriers, maintained their interdiction to practice IPSC shooting at CTM and that this interdiction could extend to all the province of Quebec shooting clubs. Frank Nardi said that the SQ is aware that a match is supposed to be held at CTVSP on March 18th but that he did not volunteered this information to them.

Considering this, Sylvain Boisvert proceeded to call Diane Deslauriers in a proactive manner to avoid legal problems considering the match to be shot the next day.

Diane Deslauriers confirmed to Sylvain Boisvert that she had discussed matters pertaining to CTM with Frank Nardi and that he informed her about the match the scheduled for the following day. Diane Deslauriers then proceeds to question Sylvain Boisvert in regard of the general practice of IPSC insisting on the fact that IPSC in Quebec was not the real thing like in the other jurisdictions. She was told that limitations imposed by her organization were making things more difficult for us but that principles and rules of IPSC were strictly adhered by our organization. Diane Deslauriers briefly asked questions about the current match and the positions that the shooters were going to adopt. References were made to the shooting club agreement in that regard. Somewhat tough, she proved inflexible with the notion of movement between shooting position with a loaded firearm in the hands. Questioned on the subject, she was unable to provide any pertinent section or article of law that would indicate that such an action would be prohibited. All that she could argue was that it was a question of common sense and that she judged this to be a dangerous practice.

Upon request, Diane Deslauriers then faxed CTVSP a letter stating that we could be in contravention with club rules if we were to allow a shooter to move from one position to another with a loaded firearm. In order to prevent legal problems and in order to maintain our sport integrity, a consultation was organized with match director (Nomand Lussier), ATPQ club reps (Peter Vallinis and Sylvain Boisvert) and CTVSP management (Marco Pendenza and Luigi Arena). After discussion of numerous scenarios, the decision to cancel the match was taken. This match could eventually be held at a later date if the resolution to this matter was resolved promptly and in our favor.

This situation will be examined closely by the management of CTVSP, the club reps. and with the executive members at ATPQ in order to evaluate what recourses are to be taken under the circumstances.

The shooters registered were called and informed of the situation in order to avoid needless traveling for them. IPSC section coordinator Mario Kolatheras was informed by phone around 17:00. He should be organizing an emergency meeting of the ATPQ executive members in order to evaluate the situation and orient actions for the future,

 ANNULATION DU MATCH DU 18 MARS 2006

La présente est pour informer les membres du Club de Tir Ville St-Pierre et autres tireurs des circonstances entourant l'annulation du match IPSC devant se tenir le 18 mars 2006 a cet endroit.

Le 17 mars 2006, alors que l'équipe de montage était a l'oeuvre, Frank Nardi (club de tir de Montréal) a communiqué par téléphone avec Marco Pendenza (CTVSP) . Marco Pendenza a demandé a Sylvain Boisvert de participer a la conversation compte tenu de l'impact possible sur la compétion a venir.

Cette conversation avait pour but de nous informer que la Sûreté du Québec, par le biais de Mme Diane Deslauriers, maintenait son interdiction de la pratique du tir IPSC dans les locaux du Club de Tir de Montréal (CTM) et que cette interdiction pourrait s'étendre a tous les clubs de tir de la province. Frank Nardi a aussi précisé que la Sûreté du Québec est au courant qu'un match doit avoir lieu le 18 mars au CTVSP mais qu'il n'est pas celui qui les informé de ctte situation.

Compte tenu de ce qui précède, Sylvain Boisvert a communiqué directement avec ladite Diane Deslauriers dans une démarche proactive ayant pour but de prévenir d'éventuels problêmes légaux compte tenu de l'imminence de la tenue d'un match de ce type (IPSC)

Diane Deslauriers a confirmé a Sylvain Boisvert qu'elle avait discuté avec Frank Nardi en rapport avec son club (CTM) dans l'après-midi du 17 mars et qu'il l'avait mise au courant de la tenue du match du lendemain. Cette dernière a questionné Sylvain Boisvert quant au tir IPSC en général en insistant sur le fait que le tir IPSC pratiqué au Québec n'était du vrai IPSC comme pratiqué ailleurs au pays et dans le monde. Elle a été informée que certaines limites imposées par son organisation limitaient certaines applications mais que les règles du tir IPSC étaient appliquées dans leur intégrité. Elle a ensuite brièvement questionné concernant le match en préparation. Plusieurs références quant a la documentation et aux positions que les tireurs peuvent adopter ont été discutées.Toutefois, Mme Deslauriers s'est montrée inflexible quant au mouvement entre les positions de tir avec une arme chargée a la main. Questionnée a ce sujet, elle a été incapable de préciser quelle article de la loi ou du règlement intervenait pour interdire ce mouvement outre le fait que c'est dangereux et qu'il s'agit d'un cas de gros bon sens.

Mme Deslaurier a fait parvenir au CTVSP un fax soulignant certains aspects des règlements du club de tir avec lesquels nous pourrions être en contravention en permettant un tireur de se déplacer avec une arme chargée a la main d'une position vers une autre. Conséquemment , dans le but de prévenir des problêmes légaux et de maintenir l'intégrité de notre sport, une consultation a été organisée entre le directeur du match (Normand Lussier), les représentants du club (Peter Vallinis et Sylvain Boisvert) et les propriétaires de CTVSP ( Marco Pendenza et Luigi Arena) et une décision a été arrêtée de ne pas tenir le match tel que prévu. Ce dernier pourra éventuellement être reporté plus tard en fonction des divers recours qui pourront avoir lieu.
En effet, la situation fera, a court terme, l'objet d'une analyse par les autorités de CTVSP, de même que par l'exécutif de ATPQ (Association de Tir Pratique du Québec) afin d'évaluer quelles seront les démarches et recours qui seront éventuellement envisagés pour faire face a la situation.

Les personnes inscrites au match ont été avisées par téléphone dans les meilleurs délais pour éviter des déplacements inutiles. Le coordonateur de section IPSC pour le Québec M. Mario Kolatheras a été avisé par téléphone vers 17 :00. Ce dernier devrait organiser d'urgence une rencontre de l'exécutif de ATPQ pour évaluer la situation et orienter les actions a venir.

Therefore it is crucial that anyone who decides to take the Black Badge is efficient with his firearm. Knowing how to shoot reasonably well is a must. It is also extremely important that the person taking the black badge is comfortable handling a firearm in a safe manner while in the midst of people watching.
