you need a transport permit issued by your local Registrar. Download

Use this form if you do not have a licence, your
licence has expired, or you are replacing an existing FAC.
Use this for to renew a POL or PAL that has not
yet expired. If you do not have a licence, if your licence has
expired or you are replacing an expiring FAC use form CAFC 921.
